Newport News City Center, LLC is a local ownership group that came together in 1999 to provide the City of Newport News and its Economic Development Authority with the development leadership and private capital necessary to create City Center at Oyster Point. Members: (Harvey L. Lindsay, Jr., Richard T. Pearce, Donald N. Patten, Joseph C. Ritchie, Alan S. Witt, and William A. Hudgins, who serves as the Project Manager for the LLC.)

Economic Development Authority
The Economic Development Authority of the City of Newport News (EDA) and Newport News Town Center, LLC are partners in the City Center at Oyster Point public-private partnership. The EDA and City leaders are responsible for preserving the subject property, improving the site with a phenomenal 5–acre fountain and providing road and parking infrastructure for the overall development.
