Members: (Harvey L. Lindsay, Jr., Richard T. Pearce, Donald N. Patten, Joseph C. Ritchie, Alan S. Witt, and William A. Hudgins, who serves as the Project Manager for the LLC.)

- CMSS Architects is headquartered in Virginia Beach and has offices in Reston, Virginia and Washington, DC. CMSS has a staff of over 80 professionals focused on providing urban planning, architecture, interior, and landscape architectural services.
- Economic Development Authority
- The Economic Development Authority of the City of Newport News (EDA) and Newport News Town Center, LLC are partners in the City Center at Oyster Point public-private partnership. The EDA and City leaders are responsible for preserving the subject property, improving the site with a phenomenal 5–acre fountain and providing road and parking infrastructure for the overall development.
